Domestic upholstery is covered by The Furniture and Furnishings (Fire Safety) Regulations 1988 (as amended in 1989, 1993 and 2010)
The Furniture and Furnishings (Fire Safety) Regulations 1988 (amended 1989 and 1993) are UK law and are designed to ensure that upholstery components and composites used for furniture supplied in the UK meet specified ignition resistance levels and are suitably labelled.

Specification for resistance to ignition of upholstered furniture for non-domestic seating by testing composites

There are four hazard types within the standard, Low, Medium, High, and very high.

Low Hazard: Test method BS EN 1021-1/2 (cigarette and Match)
Medium Hazard: Test method BS EN 1021-1/2(cigarette and match), BS 5852:2006 ignition source 5 (crib 5)
High Hazard: Test method BS EN 1021-1/2(cigarette and match), BS 5852:2006 ignition source 7 (crib 7)
Very High Hazard: Test method BS EN 1021-1/2(cigarette and match), BS 5852:2006 ignition source 7 multiple (crib 7)

Part 2 Ignitability test for composite fillings for furniture other than mattresses, bed-bases, cushions and pillows
Part 3 Composite test for ignitability of pillows and cushions with primary covers
